Over 80 nations at the UN climate summit, Cop30, have united in a bold call for a comprehensive roadmap to phase out fossil fuels. This dramatic move comes amidst stalled negotiations and strong opposition from certain powerful economies.
Countries from diverse regions, including Africa, Asia, Latin America, and the Pacific, joined forces with EU member states and the UK to advocate passionately for a central focus on transitioning away from fossil fuels. Tina Stege, the climate envoy from the Marshall Islands, emphasized the urgency of this issue, backed by ministers from 20 countries.
Campaigners and environmental organizations, such as Greenpeace International, have praised this intervention, seeing it as a potential turning point for Cop30. Jasper Inventor, a deputy program director at Greenpeace, highlighted the significance of this unified call from both the global south and north.
The commitment to transition away from fossil fuels was a key outcome of Cop28 in Dubai, but several countries, led by Saudi Arabia, have since attempted to undermine this resolution. Last year's climate talks in Baku failed to make progress on this front.
This year, the Brazilian hosts initially refused to include any mention of the transition away from fossil fuels on the official agenda. However, on Tuesday, the Brazilian presidency of Cop30 surprised many by introducing a draft text that included a roadmap for phasing out fossil fuels as an option.
While this was welcomed by some, others, like Ralph Regenvanu, the minister for climate change from Vanuatu, argued that it lacked sufficient action-oriented measures and measurable targets.
Supporters of the roadmap emphasize that it would provide a unified path for all countries, acknowledging the diverse challenges they face. Some nations have large fossil fuel reserves, while others rely heavily on imports; some want to utilize their reserves for development, and many developing countries require financial support and access to low-carbon technology.
Rachel Kyte, the UK climate envoy, stressed the need for a roadmap to turn the Cop28 resolution into tangible action. She acknowledged the challenges of implementation but emphasized the importance of addressing this issue at the heart of the conference.
The Brazilian government is understood to have internal conflicts over the transition away from fossil fuels. While President Luiz Inácio Lula da Silva has spoken about the need to move away from fossil fuel dependency, there are factions within his government that support Brazil's expansion of oil and gas drilling.
Despite these challenges, those advocating for a phase-out believe they have the support of a majority of countries at Cop30. However, the consensus-based process means that even a small number of opposing nations can hinder progress.
As the summit progresses, the world awaits to see if a roadmap for phasing out fossil fuels can gain traction and become a reality, addressing the urgent need to combat climate change.
